how to use this file ? is too simple..
1. Unrar the file
2. Run the software
3. Click button Change logon screen

4. choose you background

5. Tadaaaa...... !!!

not work ? try to using this step
open RUN (CTRL + R) copy this addres and paste

C:\Windows\System32\oobe\info\backgrounds

then copy your desktop backgrounds

Note : this application just for windows 7
